Department of Interior and Local Government Assistant Secretary for External and Legislative Affairs Ricojudge Janvier Echiverri outlined this during the DILG – led Regional Summit on Good Governance at the University of Baguio that was attended by officials from the 1,176 barangays in the Cordillera region.
Echiverri disclosed that the role of barangays in the campaign against illegal drugs is by ensuring that their Barangay Anti – Drug Abuse Councils or BADAC are fully functional.
Indicators of a fully functional BADAC include establishment of barangay rehabilitation referral desk with a designated officer; creation of BADAC auxiliary team; presence of plan of action; fund allocation; having monthly meetings, and implementation of drug abuse prevention advocacy campaign, drug clearing operation and community – base intervention for person who use drugs (PWUDs).
Barangays with BADAC that score high on functionality based on the said criteria, will earn recognition from the government, particularly from the DILG, Philippine National Police, Philippine Drug Enforcement Authority and the Dangerous Drugs Board. Those without an organized and functional BADAC will be penalized through the filing of an administrative cases, Echiverri added.
DILG Federalism National Speakers Bureau member Vladimir Cayabas also gave an orientation on the fundamentals of federalism.
DILG – CAR Regional Director Marlo Iringan outlined that the regional roadshow on good governance generally aims to provide a venue to consult and partner with the barangays in intensifying the campaign on the fight against illegal drugs, criminality, corruption, violent extremism, quest for a federal republic and existence of People’s Law Enforcement Board, with the end view of establishing a peaceful environment where every Filipino can live safely and happily.
