The PDNA report covers four sectors namely Infrastructure which includes power and water supply, telecommunication and transportation; Productive which covers agriculture, mining, tourism, industry, trade and services; Social that includes education, health housing, culture and nutrition; and Cross Sectoral covering government, macro – economic and social impact assessments, and environment.
Infrastructure sector suffered the most with damages at around P11.59 billion followed by Productive sector with around P2.41B; Social sector at P1.92 B and Cross Sector at P8.89 million.
PDNA is a multi – sectoral and multi – disciplinary structured approach of assessing disaster impacts and prioritizing recovery and reconstruction needs. Its primary objective is to give an outlook of the needed interventions to initiate long – term recovery from the damages and losses, as well as of the financial requirements needed to achieve holistic post – disaster recovery, reconstruction and risk management.
The CRDRRMC initiated the conduct of the PDNA in the region based on President Rodrigo Duterte’s Proclamation No. 593 declaring Cordillera, along with Regions 1, 2 and 3, under the state of calamity due to widespread destruction, substantial damage and deaths brought by the onslaught of typhoon Ompong in September.
The PDNA team for each of the six provinces of CAR conducted field mission from November 4 to 17, then a three – day (Nov. 19 – 21) writeshop for the drafting of the PDNA Report.
Aside from Consolidation of Damage and Losses Assessment, the PDNA also includes Human Recovery and Needs Assessment; Estimation and Prioritization of Recovery and Reconstruction Needs and Financing Options as well as Identification of Recovery and Reconstruction Strategies.
The Typhoon Ompong PDNA report will be presented to a full council meeting of the Cordillera RDRRMC before it will be submitted to the National Disaster Risk Reduction and Management Council(NDRRMC).
Office of Civil Defense -CAR DRRM chief Edgardo Ollet said the report will be the basis for actions of the CRDRRMC’s Rehabilitation and Recovery Cluster chaired by NEDA – CAR and the NDRRMC.
Given the huge amount of damage and losses that the region incurred, a Congress -approved bill for supplemental budget will play an important role for the rehabilitation and recovery of Cordillera, Ollet added.(JDP/CCD-PIA CAR)
