Pamamahagi ng ayuda sa mga guro sa ilalim ng Bayanihan 2 dapat madaliin -Gatchalian

LUNGSOD CALOOCAN, Peb. 23 (PIA) -- Hinimok ngayong araw ni Senator Win Gatchalian ang Department of Labor and Employment (DOLE) na agaran nang ipamahagi ang ayudang inilaan ng Bayanihan to Recover As One Act (Republic Act 11494) o Bayanihan 2 sa mga guro at non-teaching staff na nawalan ng trabaho dahil sa pandemya ng COVID-19.

“Bakit inabot ng ganitong katagal ang ayuda para sa mga guro?” tanong ng Chairperson ng Senate Committee on Basic Education, Arts and Culture. Dagdag ng senador, dapat tinutukan ang sektor ng edukasyon lalo na’t isa ito sa mga pinaka-apektado ng COVID-19.

“Ang ayudang nakalaan sa ilalim ng Bayanihan 2 ay matagal nang hinihintay ng mga guro at mga non-teaching personnel na nawalan ng trabaho. Ngayong tuloy tuloy pa rin ang tanggalan sa maraming upisina at mayroon nang bagong variant ang COVID-19, marapat lamang na maipaabot na sa kanila ang ayudang matagal nang ipinangakong magpapaluwag sa kanilang mga pasanin,” ani Gatchalian. 

Sa ilalim ng Bayanihan 2 na nilagdaan noong Setyembre 2020, may tatlong daang (300) milyong pisong nakalaan bilang one-time cash assistance sa mga teaching at non-teaching personnel sa mga pribado at pampublikong paaralan sa elementarya, high school, at kolehiyo. Kasama rin sa mga mabibigyan ng ayuda ang mga part-time na guro sa mga State Universities and Colleges (SUCs) na nawalan ng trabaho o kaya ay hindi nakatanggap ng kanilang sahod.

Sa basic education sector, mahigit apat na libong (4,488) mga guro ang apektado ng suspendidong operasyon sa halos siyam na raang (865) mga pribadong paaralan, ayon sa ulat ng Department of Education (DepEd) noong Setyembre 2020. Noong Mayo 2020, matatandaan namang iniulat ng Commission on Higher Education (CHED) na may limampung libong (50,000) mga part-time lecturers sa mga pribadong kolehiyo at mga pamantasan ang nangangailangan din ng tulong pinansyal. Ito ay dahil nagtatrabaho sila sa ilalim ng “no work, no pay basis.”

Bagama’t aminado si Gatchalian na hindi sapat ang pondo upang maibsan ang pasanin ng mga guro at mga non-teaching staff na nawalan ng trabaho, hinimok niya ang DOLE na makipagtulungan sa DepEd at CHED na  gawin na ring pinal ang mga pamantayan sa pagpapamahagi ng ayuda. Aniya, dapat maiwasan ang parehong mga suliraning naranasan sa pagpapamahagi ng ayuda sa ilalim ng Social Amelioration Program.

Noong nakaraang Disyembre naman ay nilagdaan ni Pangulong Rodrigo Duterte ang Republic Act 11519 para palawigin ang pagiging epektibo ng pondo sa ilalim ng Bayanihan 2. (PIA NCR)
