SAAD is part of the overall thrust of President Rodrigo Duterte to increase food production and reduce poverty in the Philippines especially in the 30 priority poor provinces identified by the Philippine Statistics Authority as well as to areas covered by Executive Order No. 70, or the whole – of – nation approach to End Local Communist Armed Conflict.
For Cordillera, SAAD projects are set for implementation in 163 covered barangays in 25 municipalities in Apayao, Kalinga and Mountain Province.
The awarding of support to Sadanga was done during the joint meeting of the Cordillera Regional Task Force - ELCAC and the Regional Peace and Order Council co presided by Dar who is the designated Cabinet Officer for Regional Development and Security (CORDS for CAR),
DA – CAR Regional Executive Director Cameron Odsey said the award of projects is a symbol of support of the DA to Ganggangan for his advocacy of community resilience consistent with Cordillera culture amidst the threat of COVID-19 and the social cost of armed conflict in the region.
“In light of the implementation of EO 70, the SAAD is honored and inspired to be part of Savanna’s continuing quest and fight against domestic communist terrorism. Upholding their culture and traditions, Christian norms and beliefs, the local folks led by their elders and leaders chased and banned ideological and armed intrusions into their villages that destroys peaceful co-existence, relationships, and their ways of life”
“Supporting their quest for the peace and pursuit of development in their realms will establish a vanguard for rural development and model for rural development that other disadvantaged and poor highland communities can follow and emulate,” the certificate of award stated.
Sadanga’s SAAD projects include integrated farming on legume, swine, cattle and poultry production with heirloom rice in the barangays.
The Secretary also lauded the efforts of Gangangan in addressing local communist – related issues in their municipality especially in pushing for the banning of front organizations that are misleading the people and advancing the cause of communist armed conflict.
For the meeting, Dar outlined three guidelines for the regional bodies. First, to make a stand as a government to show that the whole of nation approach is powerful to articulate the very good programs and projects of the government that is helping the people that are socio-economically impacted.
Second, strengthen the framework which the RTF-ELCAC is anchored. and third, to further improve the implementation plan that ensures that the government is there helping the people down to the countryside. (JDP/CCD-PIA CAR)
