Dagyaw aims to provide a platform for regular citizens to clarify “Issues of the Day” and raise local concerns through direct interfacing with senior government officials and provide a venue for citizens to access a one-stop shop of frontline government services and national program down to the region. It also aims to gather stakeholders’ inputs for the creation of the Philippine Open Government Partnership (PH-OGP) National Action Plan 2019-2021.
The Dagyaw is divided into two parts. The regional townhall meeting in the morning will be led by DBM Undersecretary Janet Abuel and DILG ASEC Roosque Calacat and PCOO ASEC Ana Maria Paz Rafael.
Senior officials from the Department of Environment and Natural Resources, Dept. of Tourism and the Dept. of Public Works and Highways will discuss their respective development programs for the region.
Around 800 participants composed of Baguio – Benguet local chief executives, Sangguniang Bayan members, local development planning and disaster disk deduction and management officers, barangay officials, representatives from the business sector, the academe, media and civil society organizations are invited to participate in this activity.
The afternoon activity will be the OGP partnership workshop to discuss about the OGP and gather inputs for the drafting of the 5th PH-OGP National Action Plan(NAP) for 2019 – 2022.
OGP is a global effort that seeks to create commitments from government and non-government stakeholders that promote transparency, empower citizens, fight corruption and harness new technologies to strengthen governance. The Philippines is one of the eight founding countries of the OGP.
Under the 4th PH – OGP NAP, the country has 14 commitments for open government and participatory governance namely civil society participation to improve LGU Service Delivery; engage communities in the fight against corruption, criminality and illegal drugs; ease of doing business in terms of competitiveness; ease of doing business with the anti – red tape challenge; citizens participatory audit; 8888 Citizen’s complaint center; government feedback mechanism; Access to Information legislation; e – participation through the national government portal; open budget index and budget reform bill; PH extractive industries transparency initiative; institutional mechanism for disaster response; shelter development for informal settler families, and open local legislative process.
"Dagyaw” is a Hiligaynon term for “bayanihan,” which exemplifies the concept of “togetherness.”
The Dagyaw is being carried out in all the 16 regions in the country this 2019 in continuing efforts to bring the government closer to the citizens. (JDP/CCD-PIA CAR)
