Lieutenant Colonel Charles Castillo, the commander of the Army’s 81st IB, told Thursday that a total of 116 participants have finished a nine-day training on CSP program that culminated on August 2, 2019, at the Patnubay Hall in Ilocos Sur police provincial headquarters in Camp President Elpidio Quirino in Bantay town.
Out of the 116 attendees, 65 were personnel from the Philippine Army; 48 personnel from the Philippine National Police (PNP) in Ilocos Sur; and three from the cities/municipal local government operations officers (LGOO), also in Ilocos Sur.
“Before, the team of the CSP implementor was composed of the selected and trained soldiers from the different units of our battalion but this time, we will expand the membership of the team by involving the policemen and the LGO officers of the Department of the Interior and Local Government (DILG),” said Castillo.
“The adding of the composition of the CSP team will strengthen the implementation of the program to the identified conflict-affected villages in the region,” he said.
He said the CSP training aims to equip the members of the teams with the necessary skills, knowledge, and attitude in the conduct of the Community Support Program.
During the training, subject matter experts from the different agencies and offices in the province were invited as guest lecturers to share their knowledge and experience in dealing with the people in the community and public relations.
“The expansion of the membership of the team on CSP program implementor is in line with the Executive Order No. 70 that institutionalize a whole of nation approach to end the local communist armed conflict,” said Castillo.
After the CSP training, he said the trained policemen and LGO officers will join the CSP team of the army for deployment to the identified conflict-affected areas in Ilocos Sur for three months.
“The CSP team members will immerse themselves to the people in the community to gather their issues and concerns, and to bring these concerns to the Regional Task Force to End the Local Communist Armed Conflict (RTF-ELCAC) for immediate response and solution,” said Castillo.
The CSP is non-traditional military activities that strengthen the collaboration of all government agencies to effectively implement all programs and projects benefitting the people at the grassroots levels. (AMB/FGL, PIA 1)
