In a coordination meeting with the Cordillera Regional Disaster Risk Reduction and Management Council (CRDRRMC), Julius Santos of the City DRRM office presented Baguio’s earthquake drill wherein the scenario is based on a magnitude 7 earthquake.
The CRDRRMC will provide the umpire and assessment teams to evaluate the City Hall’s readiness to perform duck, cover and hold and proper evacuation procedure as well as the Baguio DRRMC’s preparedness to respond on a collapsed structure search and rescue scenario and the setting of emergency operation center and incident command post.
Aside from the City Hall, SM City Baguio and all public elementary and high schoosl in the city will join the NSED that will commence at 2:00PM on Thursday.
CRDRRMC chair and OCD – CAR Regional Director Albert Mogol outlined the importance of the conduct of such earthquake drill patterned to the 1990 Luzon earthquake incident, in preparation for crafting a comprehensive earthquake preparedness plan for Baguio that he and Mayor Benjamin Magalong are pushing for.
With Baguio as a mountain resort, a highly urbanized city and one of the top tourist destinations in the country, a comprehensive earthquake preparedness plan that involves all sectors of society is very important, Mogol said.
NSED is a quarterly activity being spearheaded by the National DRRM Council with its regional counterparts that generally aims to test the government’s capability on disaster response, intensify local communities’ preparedness and increase commitment of local government units in building disaster resilient communities.
For the 3rd Quarter NSED in Cordillera, Mogol said that the pilot area is the municipality of Lamut, Ifugao in partnership with the municipal DRRM Council.
The NSED implementation plan is a municipality-wide earthquake drill wherein aside from the conduct of duck, cover and hold and evacuation procedure, there will also be earthquake – related scenarios that include a vehicular crash at Kinawayanan bridge, a collapsed building at the Ifugao Philippine Science High School campus and an electrical fire incident at the Ifugao State University.
