RA 11192 signed by President Rodrigo Roa Duterte last January 18, 2019 mandates the establishment of CSITE, a regional state institute that aims to strengthen the delivery of tech – voc education and training towards the development of world – class Filipino workforce who are equipped with practical technical skills, globally competent and responsive to the needs of both the domestic and global job market.
For the consultation, the panelists were Baguio City Congressman Mark Go, the main proponent of the law; Regional Technical Education and Skills Development Committee chairperson Betty Lourdes Tabanda, TeSDA – CAR Regional Director Manuel Wong and the provincial directors and training center administrators of TESDA in the different city/provinces of Cordillera.
Invited participants were officials from concerned regional line agencies and heads of technical – vocational institutions.
Go said the CSITE will be the first technical – vocational institution that will cater to a whole region and will be significant in improving and developing technical – vocational education in Cordillera towards securing world class Filipino workforce with the necessary knowledge, skills and work ethics that the advancing economies need.
Wong explained that the CSITE once established will be under the supervision of TESDA and will integrate the Baguio City School of Arts and Trade and the TESDA Regional Training Center as the main campuses. The TESDA Provincial Training Centers in Abra, Ifugao, Kalinga and Mountain Province; the LGU- run Apayao training center and the Benguet Technical School will serve as CSITE extension campuses.
He explained that the establishment of CSITE will not affect the present TESDA operations. All the ongoing training programs, projects and activities of the involved TESDA – CAR and government – run technical – vocational training institutions, shall continue to be implemented. Moreover, all existing contracts and agreements entered into prior to the effectivity of the CSITE Act shall be honored. (JDP/CCD-PIA CAR)
