DOTr, TESDA launch 'Tsuper Iskolar' program in Kalinga

CITY OF TABUK, Kalinga, June 7 (PIA) - - The Department of Transportation (DOTr) and Technical Education and Skills Development Authority (TESDA) on Thursday launched the scholarship program dubbed “Tsuper Iskolar” that is  aimed to train drivers and other stakeholders under the Public Utility Modernization Act.

DOTr-Cordillera Officer-In-Charge Robert Allan Santiago invites stakeholders to avail of  the Tsuper Iskolar program being offered by the government.

DOTr-Cordillera Officer-In-Charge Robert Allan Santiago said their department poured Php350 million for utilization of TESDA on skills training and assessment and development of training regulations and curricula for the transportation sector from 2019 to 2022. He urged all stakeholders to avail of the free training or livelihood assistance.

TESDA-CAR Director Manuel Wong explained that the project aims to capacitate the stakeholders of the Public Utility Vehicle Modernization Program (PUVMP). The target beneficiaries include but not  limited to displaced persons affected by the PUVMP, stakeholders who opt to voluntarily exit from the transport industry, stakeholders who opt to continue in the transport industry, new stakeholders in the transport industry, and family members or dependents of the affected stakeholders up to the third degree of consanguinity or affinity.

Beneficiaries are determined based on the list of qualified candidates from DOTr and transport associations and cooperatives; walk-in, online and Barangay Skills Need Survey applicants; and list of qualified candidates from organized enrolment seminars/fairs.

Wong said scholarship benefits include training support fund to cover food and transportation allowance equivalent to Php350 per training day attended for a maximum of 35 days. The TVI/Enterprise must not exceed any fee not authorized by TESDA.

TESDA CAR Dir. Engr. Manuel Wong discusses the  implementing guidelines  of the  Tsuper Iskolar program.

Administrative and financial procedures state that payments should be done on the basis of the attendance to the training of the beneficiaries clearly showing that the actual training was conducted by the TVI/Enterprise concerned and that the beneficiaries named in the attendance sheet actually attended the said training.

Scholars are assured of employment or livelihood assistance after their training, Wong said.

Meanwhile, Provincial Administrator Henry Gupaal representing Gov. Jocel Baac said the “Tsuper Iskolar” program will be of great help to the transport business as he assured also the province’s support for its success. (JDP/ PAB-PIA CAR, Kalinga)
