Ifugao Gov re-organizes BAC

LAGAWE, Ifugao, July 20 (PIA) - - The provincial local government unit (PLGU) recently re-organized the Bids and Awards committee (BAC)  through Executive Order 19 series of 2018 issued by Governor Pedro Mayam-o.

Mayam-o stated that in order to create a system of transparency, accountability, efficiency and good governance, there is a need to reorganize the BAC to undertake the functions mandated under Republic Act 9184 relative to procurement.

Under the new set-up, the BAC will be chaired by the provincial administrator with a vice-chairperson and four members, secretariat that consists of infrastructure and goods and a technical working group.

The BAC will conduct pre-procurement and pre-bid conferences, determine the eligibility of prospect bidders, receive and open bids, conduct the evaluation of bids, undertake post-qualification proceedings, resolve requests for reconsideration.

It  will also recommend award of contracts to the authorized representative provided that in the event  the head of the procuring entity shall disapprove such recommendation based on valid reasons; recommend the imposition of sanctions in accordance with Rule XVI of RA 9184 and perform other related functions.

Meanwhile, the secretariat will provide administrative support to the BAC and TWG; organize and make all necessary arrangements for meeting; prepare minutes of meetings and resolutions; take custody of procurement documents and others records; manages the sale and distribution of bidding documents to interested bidders; acts as the central channel of communication for the BAC with end-users and do other related functions.
