DOLE expands SPES coverage and duration for 2017

LAGAWE, Ifugao, Aug.1 (PIA)- - The Department of Labor and Employment (DOLE)  has expanded the coverage and duration of the Special Program for the Employment of Students (SPES) for this year to enable   students and out-of-school-youths     to earn more money for their education.

 

DOLE-Ifugao Senior Labor and Employment Officer Isabelita Codamon explained that this is by virtue of Republic Act 10917 expanding the eligibility of SPES applicants formerly from 15-25 years of age to 15-30 years old and that it will now be implemented and available the whole year round as compared to the previous years that it is only during the summer season, or school semestral break.

Moreover, the period of employment will not just be limited to 20-50 working days but will now be 78 work days except during Christmas vacations when the period of employment shall be 10-45 days.  

Codamon said that there are now 1,347 SPES workers hired for 2017 in the province but may still increase because it is available for the whole year round as compared to 1,280 in 2016.

The Ifugao Provincial Government has the most number of SPES workers employed to date with 249, followed by People’s Organizations with 196. The local government unit of Alfonso Lista has 192; Asipulo, 149; Hungduan, 125; Tinoc, 103; Aguinaldo, 88; Lagawe, 66; Mayoyao, 62; Kiangan, 50; Lamut, 38 and Banaue with 29.

The nature of work of the SPES employees   includes cleaning, reforestation, greening, survey and if in an office do clerical jobs.

They will be paid the minimum wage prevailing in their respective work areas as determined by the Department of Budget and Management on a counter-parting scheme with the DOLE’s counterpart of 75% share for 6th class municipalities, 60% for 5th class. 50% for 4th class and 40% for third and second class. The  balance will be paid by the requesting agency or local government unit.

The DOLE shall not later than 20 working days upon receipt of the employer’s payroll or payment process and release the wage earned based on the computed DOLE’s share in the salaries of the beneficiaries.

 The DOLE-Ifugao has a budget of P4, 464, 673.60 for SPES 2017 to provide as their counterpart.

To be eligible for the SPES,  the applicant must be 15-30 years old, the parents’ combined net income after tax does not exceed the annual regional poverty threshold,  and has obtained a passing general weighted average during the last school year or term attended or immediately preceding the application.

 Since its implementation in 1993 the SPES is considered as one of the relevant programs of the government where the students and OSYs as beneficiaries may pursue and finish their studies and at the same time be exposed in the real world of work.
