LAGAWE, Ifugao, July 25(PIA)- - To effectively address gender issues in the workplace, three Gender and Development (GAD) Focal Persons from this province attended the three-day seminar workshop on GAD Planning and Budgeting at the Agricultural Training Institute in La Trinidad, Benguet recently .
Provincial Veterinary Office Training Coordinator Ferdinand Dunuan, Provincial Budget Officer Virginia Farro and Provincial Human Resources Management Officer Juliet Taguiling participated in the seminar-workshop that aimed to equip GAD focal persons of the Cordillera provinces with the knowledge and skills on GAD mainstreaming to be able to prepare and appropriate GAD Plan and Budget acceptable to the Philippine Commission of Women.
The GAD was introduced in government in the early 1990s as an alternative development strategy which seeks to transform the way government pursues development so that it can respond effectively and with sensitivity to issues confronting women.
The GAD perspective recognizes that gender concerns cut across all areas of development and therefore should not be overlooked in the development planning process since it is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights and supportive of self-determination and actualization of human potentials.
Moreover, it seeks to achieve gender equality as a fundamental value that should be reflected in development choices and contends that women are active agents of development and not just passive recipients of development.
The Ifugao GAD representatives said that after the seminar they were able to understand the meaning of Gender Mainstreaming which refers to the strategy for making women’s and men’s concerns and experiences an integral dimension of the design, implementation, monitoring and evaluation of policies and programs in all social, political, civil and economic spheres so that they will benefit equally and that inequality is not perpetuated.
They also learned that gender equality refers to the principle asserting the equality of women and men and their right to enjoy equal conditions, realizing their full potentials to contribute to and benefit from the results of development and with State recognizing that all human beings are free and equal in dignity and rights..
Hence, the GAD Plan and Budget is a systematically designed set of programs, projects and activities with corresponding budget carried out by all government agencies, departments including their attached agencies, officers, bureaus, state universities and colleges, government-owned and controlled corporations, local government units and other government instrumentalities over a given period of time to address the gender issues and concerns in their respective sectors and constituents.
