Kiangan 4Ps beneficiaries hold general convention

KIANGAN, Ifugao, June 14 (PIA)- - The 1,500 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries of the 14 barangays of this town  recently  held  their First Assembly and Convention at the municipal gymnasium  here with the theme, “Education is the Key to Success.”

This convention was intended to re-orient the beneficiaries of the conditions of the program emphasizing their roles and responsibilities and highlighting the significance of education in improving their life.

Mayor Joselito Guyguyon, chair of the Municipal Inter-Agency Committee, emphasized that this activity was convened to create a deeper understanding and appreciation by the members about this program. He stressed that government is investing resources to this program providing cash grants to the poor beneficiaries for the improvement of health, nutrition and education particularly of their children 0-18 years old.

Guyguyon urged the beneficiaries to do their responsibilities like visiting their health centers for checkup, attending family development sessions, doing community service and other conditions they must comply.

He  expressed hope that the sharing and testimonies of  successful  4Ps beneficiaries  will serve as inspiration and challenge for others  to do better and be more responsible for the success of this poverty alleviation program.

The 4Ps has been implemented in the municipality and the entire province of Ifugao for almost six years now. However, it has been observed that many children beneficiaries monitored in the education component do not meet the 85% attendance in school; they drop from school or do not enroll.

Some parents also lack the initiative to find ways to inspire and encourage their children to finish school. Sometimes they themselves do not comply with the program conditions.

The 4Ps is a development program designed to promote investment in human capital among poor families with 0-18 years old children and patterned after the Conditional Cash Transfer programs in the Latin American and African countries which have been proven successful as a poverty reduction and social development measure.

There are two goals of the program which are the social assistance, a short term goal by providing assistance to the poor to alleviate their immediate needs and social development which is the long term goal to break the intergenerational cycle of poverty through investment in human capital like education, health and nutrition.

The program also promotes and supports the Philippine commitment to the United Nations Convention on the Rights of Children through the provision of health, education and other services as the basic rights of children. Daniel B. Codamon (JDP/ DBC- PIA CAR, Ifugao)
